I added the custom skin into the custom folder, renamed it to 1 (i didnt know if that would cause file issues) and when i summon herobrine its the generic custom skin. I don't know if i missed something? I have both the mod and datapack installed. Perhaps that may be the issue? If so, how do i change the skin in the mod than?

I'm not sure if custom skins are possible in the mod, I'd suggest you try again with only the datapack since you said its installed.
