Idea;
-# (Image is of a resource I have downloaded off of Planet Minecraft but is a very nice and sorta creepy resource. A good example of what it could look like. ^u^)
As its own seperate resource/ datapack that either turns Armor Stands into Mannequins or have Mannequins as a variant of Armor Stands with its own crafting recipe...
-# (Maybe similar to the pre-existing Recipe but with a different variation like instead of using a stick in the top row middle column then you would use planks as to represent a head of sorts).
As a small feature within FtF I would see this working in favour as a skin as well to enhance the datapack/ mod, with alongside many of the requested features and some of which that have appeared in The Librarian's original FtF series.

Why;
-# ||I like playing Minecraft and especially on Multiplayer and doing rather questionable builds to the point where my friends will ask "what was the point of this?" in which most of the time the point is for no purpose or maybe to question if I have even built whatever it is, this is one of those things where I would place this around my camp to freak people out.||
-# ||That isnt all but it will eventually freak me out, having placed so many eventually I will over think about them "Did that one move? Did I place that one there? Hey! Did its head just turn!?".||
-# ||With in mind the skin for FtF the idea behind this one is because a Mannequin just randomly blipping up out of nowhere is terrifying, many people fear mannequins for a reason (Myself partially included) and its the reason for fearing that they are living and will move any second.||

TL:DR
As its own Resource/ Datapack; A reskin or new variant for Armor Stands.
Apart of FtF; Maybe could also be a skin for Herobrine and maybe it could even look like Herobrine.
