how do i mess with herobrine settings

i click on config after i click on mods in the menu and the config button is grayed out? what do i do? i want to enable herobrine burning down my house but also, my friend has epilepsy, is there a way i can enable it just for me or is it only both?

1.19.4, 1.19.4 its using essentials mod, im also using better cave dweller, apple skins, essentials mod, optifine, complementary shaders reimagined, freecam, and geckolib. in total 7
