yes, you'll need to use the "/function" command, type in fromthefog and find the command that says config. the option to turn on achievements will be in there

what you want to do is type in the chat (make sure you have Cheats set to ON in your world)

/function fromthefog:admin/config

The config should appear as shown in the pics provided, this config contains pages with different settings and you can chose what herobrine is allowed to do
You will also get an explaination on what each setting does in the config if you hover over it
