i am playing with my friend and whenever we se herobrine, he is just 5 disc fragments
how do i fix it

It appears you don't have the resourcepack enabled or correctly configured. The resource and the datapack are the same .zip so be sure to put the datapack in your resourcepacks folder aswell. If you're on forge it may be because your mod resources are below Minecraft in the resourcepacks list. - Source

I downloaded From The Fog and Herobrine texture was just a bunch of disc fragments and after i put zip file in the datapacks Herobrine texture is a bunch of diamond hoes pls help me

You can just use the datapack as resource pack, drag, drop and use it.

in the server.properties you have an option called "resource-pack" you must add the link of the pack you want, you have also "required-resource-pack", active it and restart server and try to connect ^^

use the datapack, he is called "data-resource pack" you can use it as resource pack

so basically i put the datapack in my worlds folder AND force players to download the datapack as a resource pack
