what i did is went to curseforge and made a new modpack and clicked or import a previously created profile and then clicked my modpack then it works

Dynamic surroundings

it's presence footsteps mod to make that sound. specifically the forge version of it named Presence Footsteps [Forge]

im pretty sure it was dynamic surroundings because on presence footsteps you dont get armour specific footsteps

Presence footsteps only does ground sounds. Not armor. Dynamic surroundings does ground sounds, armor sounds, and a whole lot more
