I installed the datapack, and the resource pack itself, but nothing works on my server. I run a 1.20.4 server with my friends, but it doesn't work. The console said that the server killed spread entity at somewhere. No one sees the Herobrine.

Because of the change that renamed grass from minecraft:grass to minecraft:short_grass, Herobrines spawning was bugged out and he can only spawn on certain other blocks, such as farmland and
paths. On the normal grass blocks he would just fall into the void.

i think the devs are waiting for the full 1.21 release that, given the direction Mojang is doing for minor versions (eg.: 1.20.1, 1.20.2, 1.20.4, 1.20.5...) adding huge stuff via experimental packs, i dont know if 1.21 will ever be released. At least not on this year
the only way i see a release compatible with 1.20.4 is if Librarian pick back interest in the video series, and at same time gets interest in upgrade from 1.19.4 to 1.20.4
