If you are using the datapack it is advised that you set the resource pack as the server resource pack.
Additionally, FTF is incompatible with Paper servers and Minecraft 1.20.4

im not too educated when it comes to minecraft mods, however, I am using the mod on my client and I just put the mod in the server mod folder. I am seeing Herobrine, but he is not doing anything besides stalking
