Straight to the point, I think as a texture pack the folder should have a from the fog version with Herobrine for every panorama, and you just change the name to the right name of a panorama part to change it.
For example I play with the classic 1.12 and lower versions of panorama, but there isn’t a from the fog herobrine version of this panorama.

Im talking about there being multiple panoramas with herobrine to choose from in the folder for from the fog based on old panoramas and maybe also a panorama based on lunar eclipse studio too
There are simple textures for panorama that to turn on you just need to change the name of the png to the right one
