If I upload a custom skin pack, how often will i see my custom skins?

Is there a way to change the odds of my skin appearing?

when you're able to near the end theres a section marked herobrine's skins or something with an image of heads near it

clicking those heads opens the selection menu

near the top of that menu are some buttons

one of those is shuffle
