Well, for every new world, theres a three in game wait period before he starts appearing.

Herobrine can be a little stubborn sometimes after the 3 day wait

The best case , is removing the mods and adding them one by one to see which one works and doesn’t, but that would cost a lot of time sadly.

Funny , it can be all of those, there’s no guarantee, but he can be behind you, outside your window a few blocks away, etc
