For server nothing

You don't need anything for server as it uses datapack with automatically loading texture pack

it wouldn't matter if you did or not if you can't even launch the game

what version of forge are you using and what version of minecraft

Also check if you are using SVC version that works with your MC version and that you have the correct forge installer version
