Is the FtF mod required server-side only?

Hello lads. I really liked your work.
Recently, I saw a comment on a Youtube video in which a guy claimed to have pranked his comrades by discreetly installing From The Fog on a server.
Several people including myself were confused, as one would probably have needed to download the mod client-side for it to work.
This leads me to wonder whether or not the mod is server-side. I too wish to have a laugh with my mates.
I am greatly thankful for your time and effort.

If Herobrine looks like a group of disc fragments, then you do not have the resourcepack enabled. Most common questions about the resourcepack are answered on our website, or in other support tickets.

The mod is just a datapack bundled as a mod

there's also a datapack version

therefore, you can have it entirely serverside
