Changing Skin's and Behavior for Herobrine?

for some reason the config file was still in compiled in the mod,

so im unsure if i am supposed to export the mod or what,
there are no config files for "from the fog" inside of my config folder in minecraft,

nor do i know how to change the skin's at all,

i would like to have a more horrifying experience rather than constantly seeing a white-eyed steve,
