if the datapack is added to a server, does everyone on it have to download the resource pack?

if the members dont have the resource pack herobrine js appears as little blue dots

happened to my friend when we played

he didnt have it enabled

so everytime he saw him he thought it was dots

You can tell them to download it but disguise it as an innocent resource pack. Change the pack.png, pack.mcmeta and I think something else but I can't remember, I don't usually mess with resource packs
