It's a vanilla command, so it should work
Try opening the game menu, then Open to LAN, turn on cheats and type the command again.

Those are resource packs, these just change textures, could you perhaps show a picture of just your game menu? (the esc menu)

Doesn't seem like you have pressed Open to LAN, you have to press that button, then click on Allow Cheats so it's on, and then click on Start LAN world. This will temporarily enable cheats in your world, and then /datapack list should work. Like in the video ^^
The cheats will automatically be disabled again once you leave the world and rejoin it

Welll that's a little weird, does /datapack enable [tab] work? this should show an autocorrect list kinda thing like typing /game and it would show you /gamemode and /gamerule.
