You have to turn them on in the config. Also what do you mean with Herobrine doesn't spawn? Please provide a little more information.

For FTF, herobrine will begin appearing after 3 in game days, this can be changed in the config to begin right away, or later on, config command is something along the lines of /function Fromthefog Config or something like that

well.. those mods maybe conflcit with that then, im not sure

i've only used the datapack version of FTF, i think that the devs reccomend that when using other mods that you use the datapack because it can be unreliable as a mob sometimes

so try datapack FTF, plus mods if you havent already

Then, the only other thing i can think of is taking out one mod at a time to figure out what conflicts with FTF, other than that I have no other idea

If you find what removes it then i guess keep that mod out, or search on google as to what can remove the command
