As the creator of this function, I’ll be happy to answer this:
It gives Herobrine control of everything in the datapack’s code. Simply put, the entity can change its own config, and rewrite some of its own code. I will not reveal to what extent the control it has affects you or your world, besides the warning that any function in the mod can be used—including destructive ones, and the crash function, and some not even shown in the config. The entire point is to make it a mystery, to make you frightened once again of what all From the Fog can do. Not knowing is what makes that effect powerful. It’s my best-kept secret. Have fun with it :)

Oh, in that case, it's a random chance when Herobrine starts appearing. If you haven't changed the config, he starts appearing after 3 in-game days
It also depends on where you've placed your bed, I believe
