I mean its not the scariest thing but it would definitely be unexpected but I think the thing that will work well is seeing a blank face steve but immediately realising its steve with no face and why..
Like sometimes the first thing you see of herobrine when he is around and you spot him can usually be his body/ clothes so if you at this point are like its only Brine the by the time he ducks behind the tree you may have just noticed that his face was gone..
I guess in a way though this is already implemented with the faceless brine but still..
