"Universe" implies a gargantuan amount of content connected and interwoven between each other per installment. This goes beyond terms like "franchise", as it personally tries to make everything seamless and non-harmful to keep that shit on lock.

Nocturnals is just an hour-long project made by its creator to represent their love interest. It'll probably have a sequel, or maybe some kind of spinoff, but I don't think it'll ever have an expanded universe like Marvel or Star Wars. You can only do so much with what you got.
