Is it possible to build a PayloadCMS site to static so it can be hosted on GH Pages?

Site that uses the Payload API (graphql / rest) to pull the data from - yes, but it should be SPA or Next.js using static export feature. https://nextjs.org/docs/app/building-your-application/deploying/static-exports

The admin panel itself in 2.0 probably also could be hosted this way, but without the backend part of course. In 3.0 definitely not, as there Payload uses dynamic server components
