Like, I think I'm not pressing prescience enough and not using enough hover for how much I'm moving, but sometimes it also feels like I just don't have enough haste to actually cast these things

Your Prescience uptime is fine. The issues I'm seeing are:

• You're casting Eruption, Fire Breath, and Breath of Eons while Ebon Might is down
• You're frequently casting Upheaval while Fire Breath isn't up
• You're running Oppressing Roar but never actually using it. (While you obviously need one of Unravel / Protracted / Roar to get Leaping, you would technically have got more use from Protracted on that run.)

Also, I'm running Oppressing roar for when I'm in organised groups, but it's probably my least used spell

For Fire Breath? You don't hold Upheaval, you cast Fire Breath at a lower empower level to get a longer DoT
