Already tried creating a new account, restarting PC, reinstalling Cultivation and Grasscutter and launching official game to see if I didn't have an update. The game consoles says 'Cannot download resources, please check your Internet connection and try again' with error code -9011.

This would be an issue to take up with the 5.0 fork that you're using.
But just as a general note, since 5.0 is the same as official, if you're struggling to download resources proxied through private then just go download them on the actual official server instead.

if there weren't any downloads to be done then you wouldn't be doing any downloads on private either
go open the game to official and click the button to verify file integrity on the main menu
