For example, if I wanted 79554 (sands artifact) with EM mainstat, and ATK/crit/energy recharge substats, how would I input that?

Nothing to add, it's just an application. Download the exe and open it
Then click on artifacts tab, make what you want, copy and paste command

If you want to use the plugin then it's the same as any other plugin, but you can just copy/paste it's nice and easy

the source code is the source code, not the program

Not sure how to add 46.6 crit dmg to the artifact...
select crit damage, select the % you want, change the number to change how many times that % is added
if you want exact values then you can use the giveartifact plugin which already comes with the AIO builds instead

if you have 1.5% available as a percent, and you want 3%, then 1.5 x 2 = 3. Add 1.5% twice

Yeah, it doesn't have any percentages that add up to 46.6 unfortunately. Where to find the artifact plugin?
if 46.6 is a valid real substat, then it DOES add to that with the ones provided
the values you see there are the real values the game uses for rolls (they come directly from game resources)
I already said it's in the aios, if you don't want to use one of them (you really should have been already...) then just google the plugin or go look in #plugins
I was using the /build command for characters, so I'm not really sure if it is a real stat? But in that case I will use the tool instead since it uses real stats. Thanks for letting me know
just because the base values are real doesn't mean the artifact you make will be real 
if you changed the x1 to x100 on your adding of crit dmg, you would have 150% crit damage. That's not a real stat. That's made up of real values, but the result is not a combination you could ever see on official

this is why you just use any other tool, such as gc tools, or giveartifact plugin
If I thought you understood the terminology I would have told you where to get the prop ids (resources) but still suggested using a tool, rather than telling you to just use a tool instead of trying to bother with making the command yourself
