yes that's not the issue currently

so a couple of things

1. Your Cultivation is at least 16 versions outdated
2. You're not being patched
3. Your proxy is off, this often happens when you use the zip instead of correctly using the msi

Go update with the correct .msi first. Then try again. If the issue persists, you will be required to manually enable the windows proxy settings for the first time, then it will be handled automatically after.
