No, those are not normal stats and have no command to change them

The best you can get is using abyss buffs that change them, but even then it's only limited to the amount that you would get from doing abyss

Otherwise you would have to use 3rd party cheats to modify values in the game, which can be done with minty (easier method) or melon (advanced method, requires understanding of how to use melon)

So I can assume the plugin didn't load since it was too far out of date

So go to the plugins folder there and place the GC Tools plugin .jar

Even if you modify the server to have content beyond 4.0, your client is 4.0 so you will only have 4.0 content. The lowest common version between game, server, and resources is what you have access to. You cannot modify the client to just add content from beyond it either, you have to use the actual client.
However, the other version clients use different protos, so if you try to use mismatched version client and server you will error and not be able to play. The protos are built into the server, and if you want to change the server version you have to change the protos there.

So in simple words, no you cannot make any small changes or just add higher version content and play on it.

so even if you patched correctly, it was removed by auto rsa patch

if you want to launch the game from cultivation then you need to disable auto rsa patching, then at the bottom of settings add to your launch args -server=http://127.0.0.1:443
if you want to follow the instructions as written instead, you would make the shortcut it tells you to and launch from that
