No.
You can change the time with the in-game clock and then use the property of game time being locked to lock it.
You should check the command list too, it already has every command on it. So that you don't have to ask "is there a command for..."
It's gone over in previous support posts as well, but for your sake this time, the property for locked game time is IS_GAME_TIME_LOCKED
