Calling it "finding" is probably why you are so confused

They are dumped from the client with special tools, with specific special knowlege of using said tools and how the game functions

You don't just walk outside and "find" them

The protos are shuffled, yes, but that's not what is making newer versions harder to dump. That would be mihoyo intentionally making it harder, using more protections, and other methods to block people from dumping them.
