probably because its not that easy.
For proper questing we need to know which hidden quests are triggered when, which groups to spawn when, what groups contain what. A lot of this requires a lot of sniff and gameplay analysis. Which also first requires sniff from everything on official.

Just adding them will not just limit it to manually adding quests, it also limits any progress for anything involving lua, so killing monsters, reaching a specific area, using specific abilities, doing challenges and much more.
In cases where additinal hidden quests are involved, it will also potentially limit the client showing extra dialog attached to it and sending the plot finish packet.
So people who don't want to create half assed bad experiences, likely won't just add the quests to the excel.

So if you care about the story, play on official.

Missed events and older story will be replicated long term by the community, but that will take a while, and the focus for stuff like events is currently in the places where we have the content, to make sure that all systems work properly.

Also you can play the story and do normal exploration on official and still do other stuff on the ps, like playing around with characters, mods and oob exploration, no need to choose one or the other.

By now it's not a all in one version for the protocol stuff and you would need to compile gc yourself, but by changing 3 files you can use 2.4 instead of 3.2.

My personal main goal is to get all old events, like the 1.6 gaa working on as many versions as possible, but at least on the versions they got released on.
For me the main quests are mostly to verify the quest system itself is mostly working, and to make sure the conditions for event quests are archivable.
Another goal is to create a framework for community content.

since seal battles are not implemented, you have to do a command to skip the seal battle that lets you access one of the light actuators. I have a few lines of code that auto-skip seal battles.

Then you have to do a command that skips parts of the final dvalin battle.

its also not to hard to get the original upstream GC to work on newer versions, you mostly need the client patch, protos and replace the kcp lib, with either the jar from the newer version forks, or use my more flexible grasskcpper library fork, which automatically detects the version of the kcp protocol.
