Is it possible that the error is because i did not check off mongo db compass when installing mongodb?

No this is the patch and doesn't have anything to do with mongodb or grasscutter

No, i didn’t have genshin installed I just download 3.7 client

But I did not do a patch

I made a folder manually I promise

I did, but I did a revo uninstaller

I uninstalled completely

I had 3.8 but it wasn’t finished installing, I stopped it and did a revo uninstaller

Should I check for registry keys or something?

Don't make any files, this is just indicating your game has an issue

try just running the game from the exe manually

Yes you just download the client, not the installer and not the update, and put it anywhere you want

If you still have the zip I'd suggest extracting it somewhere else
