Why zipped?

Like with most things that make sense, you set the exe regardless of where it is on your pc

There never has been and never will be a required location for the game on your pc

You can do it manually with mats if you want, or just provide the level in the give command, or - yes - you can download the plugin

Did you run the 3dmigoto loader before the game?

You need to go edit it again and return it to the default

As per the instructions, step 2 you do not do for v7 and up. Doing so is most likely to make it not work at all, like your case

There's a warning in d3dx.ini saying the same, but often not read

If it is anything other than the default of target = GenshinImpact.exe then change it back to that

The warning right above it in the file says !! IMPORTANT !! and the instructions say only to do that for v6 and earlier, so do be careful when reading that kind of thing, just for the future
