Yes you can, without a plug-in
Just dump TCG resources from official server and update the Snoo invocation TCG GitHub repo to the version of your game

Dumping not 100% necessary, you can download GIO resources for em too, though outdated

You need to build the jar and run the server using it, with relevant resources and client for the version it is for

The shortest and simplest method to build is to use the gradlew.bat and gradlew-jar.bat files provided in the src, which you've used before

As always, at the end of the day it doesn't matter as long as you set up Grasscutter with that jar
