I put only the version.dll file and it works fine.

you don't have rsa patching, you're using very old cultivation on metadata
update cultivation and then you can use correct automatic rsa patching, or you can just keep on with manual patch

You can play quests, they will be buggy and broken in many places though
You can use the unstable-questing branch on 3.6, which makes prologue work and a couple other things work better, but later quests will still be buggy and broken mostly

The actual quests for 3.6 probably don't exist in resources, so I'm not sure how high version of quest you can actually play. The ids should all be in the handbook if you want to start somewhere in specific. You'll probably want to look up the quests on the genshin wiki, then search for the objective or questline name in the handbook
