as the title says, i never had this issues until i tried out grasscutter tools (https://github.com/jianxingxuejian/grasscutter-tools) is there a way to fix this issue?

Ok, I'm not sure which mod caused it, but if you start adding them back over time, let me know if you figure out which mod is triggering it.
I have only used Acrepi and private servers, so I can't debug it from personal experience or technical understanding of this particular feature, just old support posts, and a more generalized technical understanding, so I, unfortunately, cannot give any certain verdict as to what is the most likely cause here.

i made another folder for disabled mods and put everything that are disabled in there
that folder seemed to caused to issue
when i move "disabled" to somewhere else, everything worked fine

I am 99% sure that putting non-mods inside a folder that is automatically loaded would break it.
If it's not a mod, don't put it inside the automatically loaded mods folder, I guess.

As for why that folder exists, if you didn't manually create it, then it's a Cultivation bug and will need to be reported to the GitHub issue list. If you did manually create it, don't do that again.
