grasscutter does not have quests implemented well, either use the quest fork of grasscutter, or use GIO both of which only support 3.2 iirc

GIO is literally stolen server files from mihoyo which means every quest, mechanic and all that are official. Questing fork is just a fork of grasscutter that makes changes focused on quests
