Anything you want it makes no difference

#

Inside a folder makes the most sense

#

But if you wanted to extract it directly into system32, while a bad idea, would still work all the same

#

Or all the files onto your desktop, or downloads

#

Doesn't matter as long as the necessary files are together

so, i can download it, winrar extract all the CONTENTS inside of it into a folder labeled "3.5 Files for GC"

It would make a lot more sense to just follow the instructions and extract the folder, instead of the contents, which would answer both of your questions

You'll notice that the files all happen to already be inside a folder in the download

any way you want, cultivation, cmd command, bat file, cmd file
