3.4 had some glaring issues like time skip not working (Which is fixed now), does the new 3.5 release have such issues? Does it fix any issues from 3.4? Asking so I can decide whether to update my PS installation or stick to 3.4 for now.

Grasscutter development is very slow, odds are good when it gets to a point of being nearly unplayable people will just suggest using older versions. Unless someone comes along and has the motivation and ability to go through and fix a lot of the problems, many things will likely stay broken
If you want some examples, statues are a good look at what happens to things. It was implemented, generally working, update broke it, and it never was fixed
