You can't play game version 3.4 on grasscutter 1.4.3 so that would be a primary concern.
Add all quests, yes just make a txt file with the quest ids and have it go like
quest add questId
quest finish questId
And have one set for every quest, then copy paste it into the grasscutter console

You mean like everything in normal genshin working? Go play GIO, you won't get this in current GC unless you go implement everything yourself

Fork grasscutter, add missing packets, add scripts, fix any issues, compile it into a jar, test, repeat
