having the server in onedrive is generally not a good idea
I'd suggest moving it somewhere else

ensure that the jar you are using is set in your cultivation settings again after you do so, and that it isn't set to a different jar in a different folder
you'll need to stop the server first of course, and close the game too
then you may want to check and uncheck https to ensure the setting is written correctly, then launch the server and the game once more

the issue is your connection to the server, which is made using http via cultivation
you could go to any genshin site after you launched the game from cultivation to make sure your traffic is being properly redirected
