check that your java folder is set up that way, since it looks like it was trying a different java exe

you need to disable encryption on the server when using cultivation for localhost

if you're not using cultivation then you have an error in your grasscutter console that prevented it from starting

that's not a command you use in-game, that's for targeting players from cmd as far as I'm aware

if you're sending commands from cmd then you need to leave out /
