Yes it does. It contains full package for grasscutter 3.3 and first+second half banners
If you just want to change what banner is available, you get a banners.json (or make your own) and put it in \grasscutter\data

which is not linked to in any of the resources, so you must have gotten it from the community server installer, which has a checkbox to also install compass, no?
Maybe you do have community server installed? Usually grasscutter just closes if mongo isn’t installed?
Most likely the community server is installed but the service is not running. It would be very unusual (you'd have to go out of your way) to get just compass after all
