Yes, grasscutter\resources\ExcelBinOutput
You could also use the yuuki gm handbook which has at least some, not sure if all, gadgets included

also i managed to find it, i was using the 3.3 build so i couldn't find a folder, turns out it was in the zipped rar file
do i extract the excelbinoutput folder alone and make a resources\ExcelBinOutput path in the gc folder?

No, if you want the file, just navigate to the specific file and extract only that file

No not at all, if you want the file just take it out of your resources and put it anywhere you want
I think you may be confused about how this works, the resources file just has the ids, the file itself is being used by the server inside the zip
You are just making a copy of it to open and see the ids
Though you may find it easier to use the handbook I sent above instead

In normal gc, no I don't believe so. Though I do recall it has been implemented on some servers, you'd likely have to implement it yourself if you wanted it on your local server right now
