When I try to login to a local server I get this error message repeating along with a "system error try again later" message in the game.

Your issue isn't actually system error, as the error in the console there says you have an invalid address in your Cultivation address or port box which you need to remove
You would need to provide a screenshot of what you have put in those boxes next to the launch button to be able to get any specific help though

So if you are using a 3.3 client you are going to have to wait (or use yuuki server instead of localhost)

Your game version is dependent on whether you updated in the launcher or not, if you updated then you're on 3.3, if not and you played genshin recently before the update then you're on 3.2
