I have SceneScriptData in the resources folder and I enabled enableScriptInBigWorld in the config.json, questing wasn't in there but I read that it was from an old version. But whenever I try to enable quests in the chat, it doesn't register it as a command. Using Cultivation, 3.2.

You are trying to run the command on normal gc, where the command does not exist
You need to be running the questing fork jar
