AFAIK that above gc-tools thing has a plugin associated with it. So first you install the plugin, then you run the exe for the tool

only the plugin is supposed to be in the plugin folder, doesnt matter where you put the tool. To explain better, the tool is a separate program, plugin allows it to communicate with grasscutter
