Once you've downloaded the resources once you can't download them again until you delete the existing ones
This doesn't really tell us anything other than that you didn't let the resources finish extracting if you downloaded them after downloading grasscutter latest

Sounds like you may be confused about how it works. Cultivation is a launcher, which downloads grasscutter (the actual server). Uninstalling and reinstalling Cultivation does not do anything to your grasscutter folder (they are separate).
When you said "reinstalling the folder" I took that to mean deleting the folder not the application itself
If you delete the Cultivation folder then it will also delete grasscutter (which is inside of the Cultivation folder when you download from Cultivation)
All of that is extreme overkill to simply extract resources.zip though

You can put that into the address bar of file explorer, if you want to use the search bar then you'd have to do %appdata% first then manually navigate to cultivation\grasscutter

You'll need to start the server once, then stop it and go to Cultivation settings and disable encryption. Then you can start the server again and connect
You'll need to connect to localhost for address, 443 for port, and 'use https' must be unchecked
