If it does nothing when you click it then you need to set it manually, go to your grasscutter folder and edit config.json so that useEncryption and useInRouting are false and then save and restart the server
No, you don't need to reinstall
Cultivation just has that issue for some that the button doesn't work right

It's wherever you have downloaded Grasscutter to, the default from Cultivation downloads menu is %appdata%\cultivation\grasscutter

Then you do not have grasscutter or you have downloaded grasscutter somewhere else

You should be installing Cultivation from the .msi, not using the .zip
Also that is Cultivation, it is not grasscutter
You still need to get grasscutter if you want to host a local server
You can either get it from this prebuilt: #resources message
Or you can download from the Cultivation download menu, but the resources will only be for 3.0
