I haven't actually checked myself [yet to be having fun with these], but mostlikely just dropping the .zip or .jar inside this folder is sufficient

typing this in will take you to AppData/Roaming.
from there, navigate to here
in 'data' folder of here, you can also make the most important and fun config changes, like monster spawns or banners.

although honestly it's hard for me to believe that you wouldn't have it, you probably looked in a wrong place

I'd reinstall and see what happens
unless someone messed with our folder settings and the file explorer hid an empty folder
