The Resources folder is actually there though. Also, Grasscutter CMD can't seem to see the files?

You'll want to open the Services panel and start the MongoDB service.

Wait a minute. I just relaunched Cultivation and this may have fixed the issue.

Okay I can run the server now but I'm getting System Error in GI.

I do have the fixed UserAssembly.dll in my F:...\Genshin Impact\Genshin Impact game\GenshinImpact_Data\Native folder.

Toggle Encryption is Disabled.

It appears to be Disabled but I can't toggle it and I'm still getting the System Error.

Use https is also Disabled.
