#Fix troops passing through other countries

In Dummynation, troops can pass trough other countries territory. This is unrealistic. So, when you wanna go through other countries territories, a new menu will pop up, saying "You can't pass through this country's territory". You'll see three options, "Declare war" and "Sign a troop-passing agreement", which both will let you pass through it's lands. And an "Exit" button, you'll just leave this country alone.
What's a troop-passing agreement? You can sign one with other country for some money, so your troops can pass their land. The other country might accept or reject it depending on this factors:
1.Diplomacy
If you're alredy allied with a country, you don't need this deal to pass troops through it.
If you have 70-75 relations with it, there will be a 90% chance of it accepting the deal. If they're 60-70 the chance will be arround 75%. If the relations are 50-60, there will be 50% chance of accepting. If they are 40-50, the chance of accepting is 25%. If relations are from 35-40, there will be a 10% chance of accepting. If they're below 35, your deal will be rejected.
2. The country's allies
If a country you wanna sign the deal with borders one of it's allies, this might be a problem. Cause if you've got bad (below 45) relations with this country's ally, or have got some land claims on it, the chances of the country accepting the deal are arround 35%, and the worse relations you have with this country's ally, the smaller the chance will get. This country might just think you wanna invade or go in a war with their ally, so they'll do this to protect them.
So, the chance of approval will be a number right in the midle of the values, that the "Diplomacy" and "The countrys allies" factors give, but a bit closer to the value that "Diplomacy" gives. Your countrys diplomatic reputation can also increase or decrease this chance. In the end, this agreement won't be forever, so the longer you wanna make it last, the more you'll have to pay this country.

would be similar to peace/alliance treaties, and if you cross over the country anyway you may get declared on directly instead of via incursion militia

Kinda like an extension of the treaty grace period where you can walk over a country without any risk of them declaring war (via militia)
